brygge-decode-cvs

brygge's CVS source decoder: reads a CVS repository's RCS `,v` files directly (pure Rust, no cvs tool) and reconstructs changesets by clustering per-file revisions, producing a brygge-ir IR whose changeset atoms are Derived (RFC 007, Tier R). The one crate that reads CVS (RFC 009 D-1).
