P25 voice codec: full-rate (Phase 1 FDMA) and half-rate (Phase 2 TDMA) encode/decode, wire formats, and parametric rate conversion. Patent-encumbered — the audio comes from an analysis/synthesis core reverse-engineered from the reference software vocoder. Read PATENT_NOTICE.md and ATTRIBUTION.md in the repository before use.
