MBE vocoder for P25: IMBE (Phase 1) and AMBE+2 (Phase 2) encode/decode, wire formats, and parametric rate conversion. Patent-encumbered — both codecs' audio comes from an analysis/synthesis core reverse-engineered from the reference's software vocoder. Read PATENT_NOTICE.md and ATTRIBUTION.md in the repository before use.
