baracuda-cuda-emit

CUDA backend for the neutral `unpopped` kernel generator: the `Cuda` `Backend` (IR -> .cu emitter), the NVRTC on-demand JIT compiler (`NvrtcCompiler`), and `BaracudaSynthesizer` (the Fuel kernel-seam `Synthesizer` impl). Depends on the neutral generator `unpopped` and supplies the CUDA-specific final emit + compile stage from OUTSIDE the neutral core (the swappable backend model).
